What is the Investor KITAS (E28A)?

The Investor KITAS (E28A) is Indonesia's limited-stay permit for foreign shareholders in an Indonesian company. It lets you live in Indonesia on the basis of your investment, come and go freely, and take an active role in the business you own.

It is available in 1-year and 2-year versions. The 2-year permit costs the same as the 1-year in our fee structure, so most clients who intend to stay take the longer option.

Unlike a work permit, the Investor KITAS is tied to your shareholding, not to an employer. You are not on anyone's payroll - you hold equity in a company and the permit reflects that.

Who the Investor KITAS is for

  • Foreign shareholders in an Indonesian PMA (foreign-owned) company
  • Entrepreneurs starting a business in Bali - villas, cafés, agencies, retail, tourism
  • Investors who want residency tied to their investment rather than an employer
  • People currently on visit visas who have outgrown the 180-day B211A ceiling
  • Business owners who want to sponsor family members on dependent permits

The PMA company requirement

This is the part most people underestimate: the Investor KITAS requires an Indonesian company. Specifically a PMA (Penanaman Modal Asing) - a foreign investment company - in which you hold shares.

So the real sequence is:

  1. Establish the PMA company - the legal entity that will hold your investment
  2. Meet the paid-up capital and shareholding requirements set by Indonesian regulation
  3. Apply for the Investor KITAS on the basis of your shareholding

If you don't have a company yet, start with PMA company setup - we handle both stages, and doing them together avoids costly sequencing mistakes.

Indonesian investment and capital thresholds are revised periodically and vary by business classification (KBLI). We confirm the current figures for your specific business activity before you commit - ask us rather than relying on numbers you've read on a forum.

What the Investor KITAS lets you do

  • Live in Indonesia for the permit's duration
  • Multiple entries - travel in and out without re-applying
  • Actively direct your company as a shareholder
  • Open Indonesian bank accounts in your name and the company's
  • Sponsor dependents - spouse and children on family permits
  • Obtain a KITAS card and local registration, which simplifies leases, banking and day-to-day admin
  • Build toward KITAP (permanent stay) after qualifying periods

What it does not allow

  • Taking a salaried job at an unrelated Indonesian company - that requires a work permit tied to that employer
  • Operating without a properly licensed company - your PMA must hold the correct KBLI business licences for what you actually do
  • Ignoring reporting duties - PMA companies have ongoing tax and investment-reporting obligations

1-year vs 2-year Investor KITAS

1 year (E28A) 2 years (E28A)
Validity 12 months 24 months
Renewals Annual Every 2 years
Best for Testing the business Committed, established operations
Admin overhead Higher (renew yearly) Lower

If you're confident in the business, the 2-year permit means one less renewal cycle and less disruption.

Investor KITAS vs other long-stay options

B211A E33G Nomad Investor KITAS
Max stay 180 days 1 year 1-2 years, renewable
Company required No No Yes (PMA)
Income source Overseas Overseas only Your Indonesian company
Run a local business No No Yes
Sponsor family No No Yes
Path to KITAP No Limited Yes

If you only work remotely for overseas clients, the E33G digital nomad KITAS is simpler and cheaper - you don't need a company. Choose the Investor KITAS when you genuinely want to own and run something in Indonesia.

Taxes and ongoing obligations

Holding an Investor KITAS and a PMA company brings real obligations:

  • Spending more than 183 days in Indonesia in a 12-month period generally makes you an Indonesian tax resident
  • Your PMA company has monthly and annual tax filings and investment reports (LKPM)
  • Your home country may tax worldwide income and may have a double-tax treaty with Indonesia

We are visa and corporate-services specialists, not tax advisers. Get qualified tax advice in both jurisdictions before you commit.

Common reasons applications are delayed

  • No PMA company yet - applying for the KITAS before the company exists
  • Wrong KBLI classification for the actual business activity
  • Paid-up capital not evidenced to the current standard
  • Shareholding structure that doesn't meet foreign-ownership rules for that sector
  • Passport validity too short for the permit length

Almost all of these come down to the company being set up incorrectly first. That's why we handle the PMA and KITAS together.

Questions about the Investor KITAS

Do I need a company first?

Yes - an Investor KITAS is tied to a PMA company. We offer a bundle that sets up the company and your KITAS together.

Can I work on it?

You can work as a director/investor of your own company. To be employed by another company you'd need a Working KITAS.

What is the Investor KITAS (E28A)?

A limited-stay permit for foreign shareholders in an Indonesian PMA company. It lets you live in Indonesia, enter and exit freely, actively direct your business, and sponsor family members - available in 1-year and 2-year versions.

Do I need a company to get an Investor KITAS?

Yes. The Investor KITAS is tied to your shareholding in an Indonesian PMA (foreign investment) company. If you don't have one, we establish the PMA and the KITAS together so the sequencing is correct.

What is the minimum investment for an Investor KITAS?

Indonesia sets paid-up capital requirements that vary by business classification (KBLI) and are revised periodically. We confirm the current figure for your specific business activity before you commit, rather than quoting a number that may be stale.

Can I work for my own company on an Investor KITAS?

Yes - you can actively direct the company you hold shares in. What it does not permit is taking a salaried job at an unrelated Indonesian company, which requires a work permit tied to that employer.

Should I choose the 1-year or 2-year Investor KITAS?

If you're confident in the business, the 2-year permit means one fewer renewal cycle and less administrative disruption. The 1-year suits those still testing whether the venture will continue.

Can I bring my family on an Investor KITAS?

Yes. Investor KITAS holders can sponsor dependents - spouse and children - on family permits. This is a key advantage over visit visas, which offer no sponsorship rights.

How long does the Investor KITAS take?

Timelines depend on whether your PMA company already exists. Company establishment plus the KITAS is a multi-stage process - talk to us with your plans and we'll map the realistic timeline for your situation.

Investor KITAS or Digital Nomad KITAS - which do I need?

If you only work remotely for overseas clients, the Digital Nomad KITAS (E33G) is simpler and cheaper with no company required. Choose the Investor KITAS when you genuinely want to own and run a business in Indonesia.

Does an Investor KITAS lead to permanent residency?

It can. After qualifying periods, Investor KITAS holders may progress to KITAP (permanent stay). Visit visas offer no such path, which is why long-term residents move to a KITAS.

What ongoing obligations does a PMA company have?

PMA companies have monthly and annual tax filings plus investment reports (LKPM). Spending over 183 days a year in Indonesia also generally makes you a tax resident. Get qualified tax advice - we are not tax advisers.
